Master Plan 
KBA was selected via a competitive process to serve as development advisor to HRTDC, a subsidiary of Empire State Development Corporation, in the redevelopment of a 330-acre State office campus in Albany. KBA assisted HRTDC to prepare a Request for Proposals (RFP) and to select a master planner and market analyst, and provided advice regarding development strategies that could best achieve the organization’s goal of redeveloping the Harriman campus for private high technology and research uses. KBA also drafted an RFP for a master developer, and assisted HRTDC with the developer selection process.
