 Public Approvals, RFPs and Incentives

Drawing on our extensive government experience and strong relationships within New York City and State government, KBA helps both experienced developers and non-real estate businesses and organizations compete for City-owned land via Request for Proposal processes, secure economic development incentives, and navigate the maze of government agencies involved in the development process. KBA assists clients with all aspects of preparing a proposal from conceptualizing the project and assembling the team, to managing the team’s work, writing the text, and overseeing production of the proposal book. KBA has built an impressive record of success in helping clients compete for the right to develop government-owned sites, including winning four RFPs issued by the New York City Economic Development Corporation.

More generally, KBA helps both experienced developers and non-real estate businesses and organizations navigate the maze of government agencies and offices involved in the development process. KBA assists clients by serving as liaison and intermediary as they negotiate agreements with public entities or apply for land use and other governmental approvals. KBA assists clients with environmental review processes (SEQRA and CEQR) and with the City’s Uniform Land Use Review Procedure (ULURP). KBA is experienced in working with a variety of government agencies, including the NYC Economic Development Corporation, the Empire State Development Corporation, the Landmarks Preservation Commission, the Board of Standards and Appeals, and the Department of City Planning.

Finally, KBA can assist developers and businesses in identifying, analyzing, and applying for economic development incentives offered by state and local government
